For electric ovens make sure it's plugged in correctly. Make sure it's getting power, reset the breaker or check the fuses. If you have a gas oven, check the gas shut off valve to make sure gas is getting to the appliance. Try turning on a surface burner or broil burner.
Most ovens will take about 20 minutes to heat up to 350 degrees. Make sure the door is kept closed during preheating to speed up the process. If you have any foil in the oven remove it as this can slow down the heating process.
If you just did a self cleaning cycle, allow the oven enough time to cool down, this can take up to an hour. If after an hour it still won't open, try resetting the self clean cycle, wait for about 15 seconds for the lock motor to stop, press cancel, wait for the lock motor again (15 seconds) to stop, now try opening the oven door.
